English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent study of local authorities, English councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would focus on restructuring services and utilising financial reserves to manage growing financial challenges.”

Specific Cases of Proposed Disposals

One local authority in southeast England said its property management strategy included the sale of a shopping centre in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Pressures

The survey of councils in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week further found council budgets being stretched by the growing number of young people and older individuals needing Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (IMD) for English councils, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey found.
